| dc.description.abstract | – 2002년부터 수립되어 온 국민건강증진종합계획(Health Plan, HP)은 국가 단위의 종합계획으로서 건강정책의 문제점과 미래 여건 변화에 대처하기 위한 국가 차원의 비전과 목표를 설정하고 이에 따른 실천 전략을 제시한다는 점에서 중요한 의미가 있음. – 2021년부터 시행되고 있는 HP 2030은 추진 원칙을 새롭게 정하고 포괄하는 내용의 범위를 확장하는 등 이전 계획들에 비해 완성도가 높다고 평가할 수 있음. 그러나 계획 추진 체계와 같은 내부 여건의 한계와 코로나19로 인한 외부 환경 변화 등 계획의 성공적 추진을 위해 해결해야 할 문제가 적지 않음. – 본고에서는 HP 2030의 성공적인 추진을 위해 HP 2020에 대한 평가 결과를 근거로 계획 추진 과정에 대한 내실화를 강조하고 있으며, 구체적으로는 사업 추진 과정에 대한 모니터링 강화, HP와 건강증진기금의 연계성 확보, HP 수립 주체와 집행 주체 간 연계 강화를 제언하고 있음. |
