인구구조 및 규모ㆍ분포의 적정화와 인구의 질을 향상시키고, 경제와 고용에서 국가성장동력을 유지하여 국제경쟁력을 확보하고, 복지의 확충과 경제발전의 원활한 선순환 구조를 추구하며, 양성(兩性)ㆍ세대ㆍ계층ㆍ지역간 사회통합과 연대를 추구해 나갈 계획이다.
