Abstract
The purpose of this study can be summarized as follows. ① Understanding the current situation of welfare affairs and programs through affairs survey and budget analysis. ② Analysis of status and problems about distribution system of welfare affairs and programs. ③ Suggestion reform alternatives of distribution system of welfare affairs and programs. The reform of the distribution system is not only the rearrangement of welfare affairs and programs, but also the reorganization of government functions for the promotion of autonomy and the establishment of intergovernmental relations. The contents of reform plan can be summarized in three categories. First, it is necessary to expand the authority and role of the regional local government. Second, most state subsidy welfare programs have to devolved to local government. Finally, duplicate affairs will be reduced, and individual and exclusive affairs will be expanded.
