dc.description.abstract	현 정부의 건강보험 보장성 확대 계획을 실현하기 위한 중기 재정 투입으로 발생할 수 있는 건강보험의 중장기 재정 불안정을 걱정하는 다양한 비판이 있다. 이와 관련해 이 글에서는 건강보험 재정의 건전성에 대해 ‘사전에 계획되어 관리되고 있는 당기수지 적자와 준비적립금 사용’이라는 관점에서 논의하였다. 논의를 위해 2017년 하반기 이후부터 2019년까지 건강보험 보장성 확대 계획에 따른 재정 투입 현황을 분석하고 같은 기간 건강보험 재정 상황을 계획과 비교하여 분석하였다. 건강보험 중장기 재정 추계에 대해서는 다양한 논의가 가능하지만, 양출제입의 원칙에 따라 1년 단위로 수입과 지출 규모가 결정되는 단기 사회보험인 건강보험에 대한 중장기 재정 추계는 필요한 조건이 매년 유동적이기 때문에 이 글에서는 추계 결과에 대한 해석이 제한적일 수밖에 없다는 점을 확인하였다
