| dc.description.abstract | · 중앙과 지자체 복지사업 간 연계성 강화와 복지급여의 중복, 편중 등을 방지하기 위해 사회보장사업 신설·변경 협의 제도를 시행하고 있음. · 지자체 신설 복지사업 중 현금성 복지사업의 수와 예산 비중율은 증가하였음. 청장년층을 위한 고용사업이 증가하였으나, 예산의 비중은 소득빈곤에 집중되어 있음. 예를 들면 2018년을 기점으로 지방주도형 일자리 사업때문에 청창년증을 위한 고용·실업 관련 복지사업의 비중율은 높아졌지만, 예산 규모는 지극히 낮음. · 신설·변경 협의 제도의 합리성과 지자체 수용성 등을 확보하기 위해서는 정책적 개편이 중요하고, 지자체의 정책 기획력 강화를 통해 지역 특성에 맞는 정책을 집행할 수 있도록 정책 지원이 필요함. |
