Abstract
Korea has faced with the problems of utilization of doctor 's expertise, utilization of medical resources, and recruiting the physician of small hospitals. As an alternative policy that solves these problems, an attending hospital system has been implemented since 2003, but it has not been activated. So the government revised the open hospital operation guidelines for the activation of the attending hospital system in 2009. But there was no evaluation study on the operational status after the implementation of the policy. Therefore, this study analyzes the effect of the revision of the attending hospital system guidelines implemented in 2009.
