The Economic Burden of Diseases Attributable to Overwork and Policy Implications in Korea

Abstract

최근 우리나라에서는 과로로 인한 질병과 사망뿐 아니라 과로로 인한 자살과 사고 역시 크게 증가하였다. 과로로 인한 건강 문제는 심뇌혈관질환, 정신질환, 수면장애, 암, 대사질환, 근골격계질환, 임신 및 출산 관련 문제 등 다양한 범위에 걸쳐 보고되고 있으며, 이러한 발병과 사망은 근로자 개인의 불행임은 물론이고, 의료비 지출, 노동력 손실, 재해발생 등 사회적 손실로 이어진다는 점에서 국가 차원의 적극적인 예방과 관리가 필요하다. 과로로 인한 건강 문제를 막기 위한 가장 근본적인 대안은 과로자체를 줄이는 것이다. 그러나 불가피하게 이러한 노동이 필요한 경우라면 노동자의 건강을 보호할 수 있는 최소한의 장치로서 의학적 관리가 필요하다. 또한, 만약 과로로 인한 건강 문제가 발생하였다면, 노동자들의 적절한 치료와 재활, 직장 복귀를 도울 수 있도록 적극적인 개입이 이루어져야 한다.

In Korea, diseases, death, and accidents due to overwork have recently increased. This study aimed to examine the association between overwork and worker’s health and to estimate the economic burden of diseases attributable to overwork in Korea for the year 2016 from a societal perspective. This study also tried to identify the problems of current social security systems related to overwork and to suggest the future direction needed to strengthen the safety net. As a result of a systematic literature review and quantitative analyses, we examined the significant association between overwork and health status. The annual costs of diseases attributable to overwork was estimated to be between 5 trillion and 7 trillion won in Korea. Our results highlight the importance of developing the effective prevention policies for overwork. In addition, active intervention is required to avoid the additional social risk when workers’ health problems are caused by overwork.
