dc.description.abstract	네덜란드에서는 전통적인 복지국가에서 개인의 자립과 책임을 강조하는 ‘참여사회’로 전환하는 움직임이 일고있으며, 네덜란드 사회정책의 담론과 제도의 발전 과정에 그 양상이 잘 드러나고 있다. 이 글에서는 이러한 전환을 평가하는 한 방법으로서 역량 중심 접근법을 소개한다. 이 접근법은 ‘참여사회’의 두 가지 문제점을 조명한다. 첫째, 참여사회는 유급 노동을 주요한 참여 형태로 강조함으로써 다른 형태의 가치 있는 사회 참여를 간과한다. 둘째, 네덜란드 사회의 폭넓은 환경 속에서 개인의 다양한 상황을 고려할 때 모든 사람이 유급 노동에 참여할 수 있는 능력을 가진 것은 아니다.
