| dc.description.abstract | 2000년 이후 일본은 복지서비스 계획 수립 및 서비스 제공, 상담 지원, 유관 기관 연계가 시정촌을 중심으로 이뤄지는 지역복지를 추진해 왔다. 그러나 일본 사회복지의 기반인 가족, 지역사회, 고용제도가 무너지면서 복합적인 욕구와 제도의 사각지대를 다루기 위한 새로운 지역복지가 요구되었다. 이에 대응해 일본 정부는 노인을 중심으로 한 지역포괄케어를 전 연령대(全世代)·전 분야(全對象)로 확대하는 개혁을 추진하고 있다. 아울러, 2018년에는 사회복지 기본법인 「사회복지법」을 개정하여 원스톱 상담지원체계와 시정촌 중심의 포괄적 지원 체계를 구축하고 있다. 본고는 이러한 개혁의 배경과 내용을 설명하고, 현 단계에서의 과제를 소개한다. |
