인간 생존의 필수 조건인 주거는 주택에서 이루어지는 만큼 주거보장의 핵심 과제는 '주택보장'이다. 계획경제 시기에 중국은 기업 근로자를 대상으로 주택분배정책 혹은 저가임대주택정책을 비롯한 주거복지정책을 실시했다.
