| dc.description.abstract | 본 연구의 목적은 영국에서 보수당 집권 후 단행된 ‘성인 사회적 돌봄 서비스’의 예산 삭감 양상을 살펴보고 그 결과를 비판적으로 분석하는 데 있다. 복지 축소를 통해 작은 정부를 지향한 보수당 정부는 수요가 증가함에도 불구하고 ‘성인 사회적 돌봄 서비스’의 실질 예산을 삭감했다. 이에 따라 ‘성인 사회적 돌봄 서비스’ 이용자가 급격히 줄고, 서비스 질이 저하되며, 인력 부족 문제가 심화되고, 서비스 제공 기관의 운영 불안정성이 악화하는 문제가 발생했다. 이와 같은 구조적 문제를 근본적으로 해결할 수 있는 방안이 필요하다. |
