Future Prospects and Policy Implications of Multi-pillar Old-Age Income Security by Income Level

Abstract

과거 두 차례(‘98,’07)에 걸친 연금 개혁으로 국민연금의 노후소득보장 기능이 크게 축소됨에 따라 사적연금을 통해 국민연금을 보완할 필요성이 강조되고 있다. 본 연구는 국민연금, 퇴직연금, 개인연금을 아우른 다층노후소득보장체계의 미래를 전망하고 충실한 노후소득보장을 도모하기 위한 정책적 시사점을 살펴보고자 하였다. 특히, 본 연구는 소득계층별로 공·사적 연금 수급권의 중층 구조와 노후소득보장의 적정성을 검토함으로써 다층노후소득보장체계의 가능성과 한계를 살펴보고자 하였다. 상대적으로 낙관적인 시나리오에 기초하고 있음에도 불구하고 분석 결과는 향후 상당한 기간 동안 퇴직연금이나 개인연금이 국민연금을 충실히 보완하는 것이 쉽지 않음을 시사하고 있다. 중장기적으로도 사적연금이 중상위 계층 중심으로 노후소득보장 기능을 수행할 개연성이 높은 것으로 전망되는 한편 하위 계층의 경우 국민연금을 통한 소득보장조차 쉽지 않다는 점에서 공적연금의 역할 강화가 우선적으로 필요함을 시사하고 있다. 마지막으로, 분석 결과에 기초하여 본 연구는 향후 공적연금과 사적연금의 발전 방향을 논의하고 있다.

This study investigates future prospects and policy implications of multi-pillar old-age income security, including public, occupational, and personal pension schemes in the Republic of Korea. Using the Korean National Pension administrative data, in particular, this study explores the possibilities and limitations of the public-private pension mix by income level. Despite relatively optimistic scenarios with regard to occupational and personal pension plans, the results indicate that the roles of private pension schemes will remain limited for quite a long period. More specifically, the results indicate that occupational and personal pensions are more likely to play a crucial role in providing retirement income security for middle- or upper-income groups, while persons in lower income groups are projected to have difficulty even providing retirement income from the public pension, not to mention the private pension. Finally, based on the results, this study discusses future directions of the public and private pension mix in the Republic of Korea.
