| dc.description.abstract | 우리나라 보건의료 환경의 큰 딜레마가 보건의료비용의 상승이다. 그 가운데 비급여 진료비 증가는 의료 기관 경영이나 정부의 의료정책 측면에서 지속적으로 핫이슈가 되고 있다. 국민 의료비 부담을 가중시키고 건강보험 보장률을 저해하는 주요인이기 때문이다. 국민의 알 권리와 의료선택권 보장을 위해 2013년부터 비급여 항목 표준화와 진료비용 공개 사업이 매년 확대 추진 중이다. 2015년 말 비급여 공개가 의료법에 법제화되면서 사업 추진이 더욱 공고해졌다. 그간 현장에서 느끼는 비급여 관리의 문제점을 살펴보고 이를 대하는 이해관계자의 견해, 정책 방향 등을 고려하여 국민의 적정 부담을 위한 비급여 관리 방향을 살펴보고자 한다. 특히 새롭게 출범한 정부의 보건의료정책 기조도 ‘비급여의 전면 급여화’인 만큼 비급여 문제에 대해 적극적으로 대응해야 할 것이다. |
