Estimating the Consumption-based Income of Low Income Families in Korea

Abstract

본 연구는 저소득층 가구의 소비함수 구축을 통해 소득을 추정할 수 있는 모형을 제시하는 것을 목적으로 한다. 다양한 복지 프로그램이 생겨남에 따라 잠재적 복지급여 수급자에 대한 정확한 소득파악의 중요성이 강조되면서, 저소득층의 소득추정 모형은 향후 복지급여 수급자 선정에서도 유용하게 활용될 수 있다. 본 연구는 보고소득만이 아니라 필수재화에 대한 소비에 기초하여 소득을 추정함으로써 소득판별기준을 강화할 수 있다는 인식 하에, 2008년 가계조사 자료 중 소비항목을 통해 소득을 파악하기 어려운 1인 가구와 저소득층 소비분석에 부적합한 상위소득 25%를 제외한 표본을 이용하여 저소득층의 소비실태를 분석하였다. 또한 소득의 내생성을 고려하여 소비함수를 2SLS 방법론으로 추정한 결과 근로소득 외에 다른 소득원이 주요한 소득원천인 가구의 경우 소득보고율은 소비함수에 이용한 품목에 따라 다르지만 47%~100%에 달한다는 사실을 확인하였다. 추정한 소득정보에 기초하여 수급대상 가구의 소득은 보고한 총 소비지출, 보고소득, 추정소득의 하한치 중 최대값을 이용하여 산정하는 방법을 제시하였다.

This paper calculates the estimated income of low income family based on consumer demand function in Korea. The income estimates as well as total consumption and reported income can enforce the income test criteria for social welfare beneficiaries. We use the samples of lower 75% income class and households with more than 1 member in 2008 household survey and estimate their income using 2SLS method. The results show that the families with mostly non-labor income under-report their income up to 47%. We suggest that the income test for social welfare beneficiaries should use the maximum value among total consumption expenditures, reported income and the lower bound of estimated income.
