Old-age Poverty by Household Type and Policy Efforts to Reduce it

Abstract

본 연구는 노인의 가구유형별 빈곤 실태 및 특성과, 공적 노후소득보장제도의 빈곤감소효과를 분석함으로써 노후소득보장제도와 관련해서 정책적 함의를 얻고자 하는데 그 목적이 있다. 『국민생활실태조사』자료 분석 결과, 노인단독가구 중 74.5%, 노인부부가구 중 47.7%가 소득 하위 20%에 집중적으로 편포되어 있었다. 노인단독가구의 소득 중 49%, 노인부부가구 소득 중 25.9%가 사적이전소득으로, 여전히 공적이전에 비해 사적이전소득의 빈곤율 감소효과가 큰 것으로 나타났다. 노령연금의 빈곤감소효과는 노인단독가구의 경우 4.9%p, 노인부부가구의 경우 11.1%p로 기초노령연금이나 기초보장제도에 비해 크게 나타났지만 선진 복지국가에 비해서는 매우 낮은 수준이었다. 이러한 결과들로 추론컨대, 국민연금은 낮은 수급률과 급여액으로 인해 부분적 개혁을 통해 노인빈곤문제를 해결하기는 어려울 것으로 보인다. 또한, 노인의 대다수가 저소득층에 몰려 있는 만큼, 국민기초보장제도와 같은 공공부조의 기준 완화를 통해 노인빈곤문제에 대응할 경우 비형평성과 가구분리 문제와 같은 역효과도 감안할 필요가 있다. 현세대 노인의 빈곤 완화라는 목표만을 놓고 볼 때, 보편적인 기초노령연금의 강화가 좀 더 실질적인 대안이 될 수 있을 것으로 보인다.

This study aims to propose workable and effective models of old-age income protection. For this purpose, the authors looked into the poverty situations of the current elderly in Korea and their socioeconomic consequences. The findings suggest first that poverty rate is significantly higher among single elderly households than among elderly-couple households. Secondly, although head-count ratio in the aged lowered slightly in 2009 compared with 2005, aged poor population was increased relatively with other age groups in result to poverty decomposition. Thirdly, the elderly-couples hold more property on average than the single aged. lastly, elderly households rely as heavily on private transfer income as ever and the poverty reduction effect of public transfer is less than that of private transfer. As results, pension reform has some pretty severe limits because of low coverage and low benefit rate. The extension of coverage in social assistance also has many shortcomings and weaknesses in respect to its household separation effect and a rapid increase in beneficiaries. Considering only to the target of anti-poverty, we suggest the raising benefit rate of the existing basic pension effectively.
