Abstract
지난 5일 스위스에서 사회·경제적 조건과 상관없이 모든 국민의 기본소득을 법으로 보장하기 위한 헌법 개정안이 국민투표에 부쳐졌으나, 유권자 77%의 반대에 부딪혀 부결되었다. 머신러닝으로부터 무인 자동차에 이르는 신기술의 무한한 가능성이 미래 고용불안의 불씨로 자리 잡으면서, 기본소득에 대한 관심을 불러 일으키고 있다. 비록 스위스에서 기본소득 도입안이 부결되었지만, 핀란드와 네덜란드는 기본소득제도에 대한 실험을 준비 중이다.
