Informatization Issues and Policy Tasks for IoT of Social Welfare Facilities

Abstract

사회복지시설의 정보화는 시설 업무에 집중되었을 뿐 복지서비스의 정보기술 융합은 낮은 편이다. 본 연구는 사회복지시설의 복지서비스 정보화에 사물인터넷기술의 융합 가능성을 모색하여 미래 사회복지시설이 나아갈 방향을 제시하는데 목적을 두고 있는 바, 첫째, 사물인터넷 기술에 대한 성장 가능성을 파악하였고, 둘째, 복지서비스 이용자 관점의 기술융합이 필요한 서비스 영역과 사물인터넷기술 공급자 관점의 기술융합이 가능한 서비스 영역을 각각 도출하였다. 셋째, 일반인의 관점에서 사회복지부문의 사물인터넷 수요 가능성이 있는 서비스 영역에 대하여 소셜데이터로 탐색해 보았다. 넷째, 사회복지시설이 사물인터넷의 위험요소인 개인정보유출의 가능성을 보완하는 개인정보보호의 관리 개선방안을 제시하였다. 다섯째, 앞에서 도출된 결과인 사물인터넷의 수요발생 가능성이 있는 서비스 영역과 이 기술이 필요한 서비스, 또한 융합이 가능한 서비스 영역 등을 종합적으로 분석하여 최적의 복지서비스를 도출하였으며, 이를 적용한 미래 복지시설의 모습을 시나리오로 각색해 제시해 봄으로써 향후 복지서비스가 나아갈 방향을 조명할 수 있었다. 본 연구에서 제시한 시나리오의 실현 가능성을 높이기 위해서는 향후 사회복지시설의 정보화 수준 제고, 시설의 다양한 정보통신기술 적용과 그 범위의 확대, 복지서비스별 분절 정보의 연계 및 통합관리, 복지서비스 정보화에 관한 중장기 계획 수립, 서비스 대상자의 지속적인 정보화 교육, 사물인터넷 서비스 환경에서의 개인정보보호 관리 수준 강화 등이 실행되어야 한다.

This study aims to provide a roadmap for the informatization of welfare facilities’ services by examining the prospect of their integration with IoT technology. In order to achieve the research objective the followings were proceeded. First, the technology’s growth potential was evaluated through examination of features of and policy agendas for IoT technology. Second, service areas where service-recipients or customer-centered technology integration is needed. Third, services areas where technology integration is possible in terms of suppliers were drown. Fourth, possible service areas where demands for IoT may occur were explored through analyzing social data to provide objective evidences. Fifth, ways to deal with a risk factor of personal information leakage? were sought through examining personal information management system. Sixth, comprehensive analysis was done on areas of possible demands, abd potential areas of IT integration and scenarios on implantations of the technology were suggested. Moreover, a future research, required for actualization for the suggested scenarios was addressed.
