A Study of System Improvement for Receiving Criteria and Benefit Standard of Pension for People with Disability: Compared with the System of Denmark

Abstract

This thesis is for mapping out the current issues about the pension for the disabled in Korea, comparing and analyzing the system of Denmark, which has managed the similar program with one of Korea. For this, the system of Minimum Income Benefits for People with Disabilities has been theoretically reviewed. Also, comparison and analysis has been performed between ‘Førtidspension’ of Denmark and Korea’s disability pension system. The study shows that Korea’s disability pension has some issues. As for criteria of the disabled, there were cases where disabled people able to work are included in the beneficiary group, or where disabled people unable to work were excluded. In addition, as for benefit standard, the system of Korea falls behind, compared with one of Denmark. Based on the result, several current issues about the disability pension are derived such as the gradual expending the coverage of disability benefits, the improvement for the criteria of the disabled and the asset investigation method, increasing the level of disability benefits, and the separation between basic benefits and additional benefits.
