| dc.description.abstract | 본 연구의 목적은 남북한 사회복지 제도통합을 고려할 때, 거시적 차원에서 제기될 수 있는 통합쟁점을 도출하는 것임. 사회보험의 경우, 거시적 수준의 제도적 공통점과 차이점, 특정 제도간의 미시적 수준의 공통점과 차이점은 남북한 사회복지 제도통합의 걸림돌로 작용할 것임. 공공부조의 경우, 남한은 다양한 제도와 프로그램이 존재하지만 북한에는 없는 제도로서,남북한 제도통합의 걸림돌로는 작용하지 않겠지만 남한의 입장에서는 다소 부담되는 부문임. 사회보훈의 경우, 남북한 모두 공존하는 제도이나 북한은 사회보훈이 개인의 모든 복지급여에 통합 계상되어 있어 제도통합의 갈등요소로 작용할 가능성이 높음. 사회복지서비스의 경우, 남한에서 대상에 따른 서비스가 전문화되어 있는 반면 북한에서는 시설보호서비스 중심이어서, 제도통합의 갈등요소로 크게 작용하지는 않지만 북한지역의 서비스를 제공하는데 상당한 시간과 인력, 재원이 필요한 부문임. |
