Redressing the central-local relationship in public welfare provisions

Abstract

본 연구는 사회복지영역에서의 중앙과 지방의 역할과 재정적 책임배분에 있어서의 구조적 문제점을 진단을 통해 복지국가원리에 부합하는 재정관계의 정립방향을 모색해 보고자 하였다. 복지책임의 적절한 배분은 현재 서로 상충되거나 재정관계에 있어 모호하게 규정하고 있는 사회복지관련 법제와 지방자치 및 재정법제의 정비가 우선되어야 한다. 그리고 이에 기초하여 국고보조사업을 조정할 필요가 있다. 사회복지 급여제도의 확대나 신규도입에 따른 재원분담을 둘러싼 중앙-지방간 갈등을 원천적으로 해소하고 지방자치권의 실질적인 보장을 위해서는 정책변화에 따라 발생할 수 있는 추가적인 재정의 분담기준과 적절한 통제를 위한 제도적틀을 마련해야 한다.

This study examines the current state of fiscal relations between and among different tiers of Korean governments in order to find a most suitable solution for the aggravating central-local feud over welfare expenditures. For this purpose, chapter 2 investigates the cause of fiscal conflicts from a legal perspective by reviewing normative ethics and institutional system on the assignment of revenues and expenditure function between the central and local governments. Chapter 3 analyses the characteristics of public welfare expenditures by the central and local governments. Chapter 4 presents an idea of reform in the current revenue and responsibility assignment system based on a through examination of controversies over expenditures related to the Standard Pension and child care in line with the local government’s fiscal condition, Finally, chapter 5 proposes a restructuring the management system of local government finance and potential measures to procure local funds as conclusion.
