평화와 복지, 경계를 넘어 : 평화복지국가의 정치적 조건과 주체를 찾아

Abstract

본 연구는 한국의 사회통합정책을 분석하기 위한 평가체계를 구성하는 것을 목적으로 한다. 우리 사회는 1990년대 중반 이후 사회경제적 불안과 불균형의 증가에 따라 사회통합의 약화를 경험하고 있다. 사회의 통합성을 제고하기 위한 각종 정책이 추진되고 있지만 그 효과와 성과 측정이 미흡하였다. 사회통합의 범위가 명확히 규정되지 않아 평가의 대상이 되는 정책 영역과 목적이 명확하지 않기 때문이다. 우리 사회의 통합성 제고를 위해서는 사회통합과 관련한 정책의 설계, 수행 과정, 그리고 성과를 포괄하는 평가체계를 구축할 필요가 있다. 이러한 목적을 위해 본 연구는 크게 세 부분으로 구성되었다. 첫 번째 부분은 정책영향평가와 관련된 이론을 설명하고, 사회통합 정책영향평가에서 가장 적합한 실행방식을 살펴본다. 두 번째 부분은 정책영향평가와 관련된 사회통합정책의 서로 다른 영역과 차원을 논의하고, 사회적 배제, 사회적 자본, 사회 통합과 사회 질의 개념과 지표를 설명한다. 이를 통해 사회통합 정책영향평가에서는 고용, 소득/구매력, 주거, 건강과 사회적 보호, 영양, 교육, 문화, 정보 8개 영역과 사회통합의 3가지 측면인 사회경제적 안전, 사회적 포용, 사회적 역능을 고려할 수 있다고 제안한다. 마지막으로 세 번째 부분에서 사회통합정책을 위한 영향평가의 실제적인 방법과 절차에 대해 논의한다.

This study aims to develop an assessment framework for analyzing social cohesion policy in Korea. The growing socioeconomic insecurity and disproportional risk sharing among the people in different circumstances have deteriorated social cohesion since the 1990’s. Public policy for social cohesion has differential effects on social integration, social inclusion, and social capital, attributable to the multidimensional nature of social cleavages in a varied assortment of socioeconomic groups. Thus, it is necessary to build a comprehensive assessment system by which the process of policy design, execution, and its outcome can be throughly examined. For this purpose, the study is composed of three parts. First, Part I examines the theory of impact assessment and best practices in social cohesion policy analysis. Part Ⅱ discusses different areas and dimensions of social cohesion policy related to impact assessment. The concept and indicators of social exclusion, social capital, social cohesion and social quality are examined. Following the existing concept of social cohesion, we presents eight domains of life-employment, income/purchasing power, housing, health and social cover, nutrition, education, culture and information- and three dimensions of social cohesion-socioeconomic security, social inclusion, and social empowerment to impact assessment. Lastly, Part III discusses the subject, practical methodologies and procedures of impact assessment for social cohesion policy.
