| dc.description.abstract | 호주의 Life Saving Drugs Program(LSDP)은 기본적인 의료보장체계에서 의약품 급여기준 중 비용효과성 기준을 충족하지 못한 고가치료제로서 희귀질환자에게 치료효과가 분명하고 생명연장의 근거가 있는 의약품에 대한 환자의 접근성을 보장하기 위한 제도이다. LSDP는 정부의 세출예산으로 운영되며, 환자별로 대상 여부를 평가하여 치료제 사용비용을 지원한다. 국내에서는 건강보험급여만을 통하여 고가치료제의 급여가 가능한데, 고가 희귀의약품에서 급여와 약가 결정과정에서 난관이 있었고 그 결과 리펀드제도 시점사업과 위험분담제도라는 새로운 제도가 도입된 바 있다. 호주의 LSDP는 건강보장체계의 의약품 급여원칙을 고수하면서 고가 희귀의약품에 대한 환자의 접근성 보장을 위한 별도의 재원으로 프로그램을 마련하였다는 점에서 시사하는 바가 있으며, 특히 운영 과정에서 그 범위를 엄격히 제한하고 환자 개인 단위로 치료효과를 평가하여 지원여부를 판단한다는 점도 중요한 특징이다. |
