The purposes of this articles are First, evaluate the Resident wellbeing Support Bureau through the tools of Cooperated index and expertise index. Second, propose the model of comprehensive welfare-adminstration center. The features of Resident wellbeing Support Bureau are segmentation of welfare service tasks and specialization. As a result, it caused to the clients are dropped out from the process of welfare tasks link. So comprehensive welfare-adminstration center’s principles are first, integrate the welfare tasks. Second, be received comprehensive services from the perspective of client to conduct caseworker per household.
