친서민정책으로서의 사회서비스 일자리 확충 전략Ⅱ: 영유아돌봄 및 방과후서비스를 중심으로

Abstract

사회서비스 일자리 확충전략 2차년도 사업으로서 사회서비스 분야 중 영유아돌봄 및 방과후서비스 부문의 일자리 수요와 공급실태를 파악하고 이 분야의 일자리 확충 방안을 마련 이를 통해 영유아돌봄 및 방과후서비스가 확충되고, 양질의 일자리가 마련되는 정책기반을 마련 첫째, 영유아 영유아돌봄 및 방과후서비스 관련 정책환경 특성 및 현황을 파악 둘째, 영유아돌봄 및 방과후서비스 분야의 일자리 관련 선행논의를 고찰 셋째, 선진국의 정책사례를 비교분석하여 정책적인 시사점을 도출 넷째, 영유아돌봄 및 방과후서비스 분야의 수요를 파악하되, 필요한 서비스 유형, 필요한 시간대, 전문인력 유형 등을 고찰 다섯째, 영유아돌봄 및 방과후서비스 분야 일자리 규모 및 유형추계, 일자리 확충방안 마련

Child care and after-school services have an effect in investing human capital of the young generation, resulting in national wealth accumulation in a long run. The investment of human capital was a fundamental element in welfare reform of European countries where the sustainability of a society is believed to be achieved by it. In addition, since child care and after-school services opens much possibility in job creation, they have received much attention. In recent years, Korea has adopted the voucher system in child care services to satisfy the clients' needs of quality care. In other words, a market principle has penetrate to the services. In after-school services field, various services providers compete each other to secure the clients. Under this circumstances, it is high time to detect whether this market supply of child care produces effective service supply and multiple service providers of after-school services guarantee quality services. Furthermore, we need to examine not only the size of the jobs that they can make, but also ways to expand good quality jobs. The current study deals with the supply and demand of the services, projects number of jobs that they can make and suggests ways to create decent jobs at the same time providing satisfactory services to the clients.
