| dc.description.abstract | - 대부분의 국민은 자신의 부담이 늘어난다기 보다는 고소득층 즉 다른사람의 세금이 늘어나는 것을 전제로 생각하는 경향이 있어 사회적으로 적절한 복지지출 수준보다 복지지출이 증대될 가능성이 농후함 - 부유층에만 추가 세수부담을 지우는 것은 상징적 효과에 비해 실질적 증세효과가 크지 않아, 세수 확충면에서는 넓은 세원 낮은 세율이 더 효과적임 - 현재 저부담 저복지 유형에서 중부담 중복지, 혹은 고부담 고복지로의 체제전환이 예상되는 국면에서는 사회보장세(가칭)를 명시적으로 도입하여 복지지출에 따른 국민부담을 체감하도록 하며, 국민적, 정치적 합의과정을 통해 우리사회의 적정 복지지출과 국민부담률에 대한 평가가 가능하도록 하는 방안도 고려 |
