This study aims to explore the transition of social structure by analyzing the trends of income and consumption expenditure during last two decades, and to investigate the impact of the change of education policy on social mobility. The results of analysis on income and consumption expenditure during last two decades are as such: Firstly, the real income of simple labour has been stagnant while those of other occupational labours has been mildly increased. Secondly, an income portion of second earners has been growing and second earner's income has exerted more influence on household income inequality. Thirdly, as a result to examine expenditures inequality effects by budget component, expenditures for education has increasingly contributed on total expenditure inequality since 1990. Intergenerational class mobility rose markedly during forbidding private tutoring period in Korea, with there being more mobility for a cohort of people born in 1961~1980 compared to a cohort born in 1946~1960. It implies that forbidding private tutoring policy from 1980 to 2000 activated social mobility.
