Social budget in 2011 recorded another historically highest share of 35.7% (121.8 trillion won). Total government revenue reached 314.6 trillion won, as total government expenditure becomes 341.6 trillion won in 2011. This rapid increases of social budget are largely shown in the social insurance payments such as the health insurance and pension, and among other transfer payments such as job creation and elderly support. For 2011 social budget, much attentions still needs to be made to rapid increases in the health insurance expenditure and pension payment. Social budget is expected to consistently increase in the future, but this increase in number does not necessarily mean that social welfare is improved. Performance based budgeting need to be established for efficient implementation of budgeting. This paper examines social budget in depth to suggest sustainable budget allocation and policy decisions.
