| dc.description.abstract | 급증하는 의료비 지출로 국가경제에 미치는 부담이 가중되는 것에 대비해 국가재정 및 보건의료재정의 지속성ㆍ건전성ㆍ안정성을 확보하기 위한 국가정책 개발과 함께, 보장성을 강화하여 국가 구성원에 대한 의료보장을 확보해야 하는 국가적 과제가 우리 앞에 놓여있다. 본 고는 한국보건사회연구원과 국민건강보험공단이 컨소시엄을 체결하여 2008년부터 공동으로 수행하는『한국의료패널』조사 결과 중 의료이용과 본인부담(법정 본인부담 + 비급여) 진료비 지출에 대한 내용을 정리ㆍ제시하여 관련 정책수립에 필요한 기초 자료를 제공하는 것을 목적으로 작성되었다. 한국의료패널 조사결과에 기초하여, 건강보험 보장성 강화와 함께 의료재정의 지속성을 유지하기 위한 보험료율과 재원조달 방안에 대하여 논의하였으며, 의료이용의 적정한 관리를 위해 일차의료의 강화와 지불제도의 개선을 제안하였다. |
