| dc.description.abstract | - 중앙정부 사회복지지출의 급격한 증가와 더불어 지방자치단체의 사회복지지출도 급격히 증가 - 현행의 국고보조사업의 구조와 중앙정부 사회복지지출의 증가율을 놓고 보면, 향후에도 지방자치단체의 사회복지부문의 재정부담은 증가할것으로 전망 - 현 시점에서 지방이양사업이후 사회복지지출 부담과 관련된 과제는 재원의 부족이나 분권교부세의 문제보다는, 보다 진일보한 측면에서 지방자치의 정착과 성숙, 지방자치단체의 책임감 및 투명성 강화를 위해 지방과 중앙의 재정관계 구조를 개선한다는 측면에서 접근할 필요성이 있음 |
