본 연구의 목적은 국민기초생활보장제도 부양의무자 기준의 적절성을 평가하는 것이다. 부양의무자 기준으로 인한 기초보장 사각지대의 규모는 관련 규정으로 인해 기초생활보장 급여를 받지 못하는 가구(2.97%)와 급여를 받더라도 책정된 간주부양비 만큼의 실제 부양을 받지 못해서 빈곤한 가구(1.56%)를 합하여 4.53%인 것으로 나타났다. 대부분의 빈곤 노인가구는 자녀로부터 부양비를 받고 있었지만, 빈곤을 벗어나기에는 부양비의 수준이 충분하지 않은 것으로 나타났다. 이러한 결과는 국민기초생활보장제도의 부양능력 판정과 부양비 산정에 대한 가정이 실제 이루어지는 부양 규모보다 높게 설정되어 있음을 시사하는 것이다. 관련 규정과 실제 부양행위 간의 차이는 부양의식과 부양실태에 대한 조사에서도 나타났다. 국민의 의식은 정부와 사회도 가족과 함께 노인의 부양을 책임져야 한다고 요구하고 있지만, 정부와 사회의 역할은 그러한 의식의 변화를 따라가지 못하고 있다. 이러한 결과를 볼 때, 국민기초생활보장제도의 부양의무자 기준은 현재의 부양의식 및 부양실태와 부합하지 않는 것으로 보인다. 정부는 노인에 대한 공적부양 기능을 확대하기 위해 더욱 노력해야 할 것이다.
This study evaluates the appropriateness of the family support obligation rules in the National Basic Livelihood Security(NBLS) program. We have estimated the size of the households excluded from the coverage of the program because of the family support obligation rules. Results show that 4.53 percent of the entire households are unable to receive benefits enough to maintain the minimum standard of living due to inappropriate rules of the family support obligation. Though they are given some support from their families, they are still poor because the amount of family support is less than the level assumed by the NBLS. Despite an increased emphasis on the responsibilities of the government and society to support the elderly, the government has not been responsive to the growing need for state intervention in old-age support. This study concludes that the role of government in old-age support needs to be expanded given the gradual change in family support behaviors and consciousness among the public.
