장애인장기요양욕구 대상자 선정기준 및 수요추계 기본모형 개발에 관한 연구 = A Study on the Projection of Long-Term Care for the Disabled in Korea

| dc.description.abstract | 본 연구는 장애인 장기요양제도를 도입하는데 있어 대상자 선정기준이 되는 장기요양욕구를 정의하고 이에 따른 수요추계 모형을 도출하였다. 대상자 선정기준은 선행연구를 통하여 크게 두 가지로 구분하였다. 첫째, 기능상태 중심인 장애유무와 정도를 요양욕구로 정의하는 경우와 둘째 서비스 이용량과 관련하여 서비스 필요도에 의한 요양욕구로 정의하는 경우로 나누었다. 그 외, 주관적 도움 필요도, 수발실태, 서비스 이용의향, 그리고 경제상태 등을 기준으로 하여 살펴보았다. 추계 결과 전체 장애인의 19.8(416,009명)~25%(525,264명)가 장기요양 수요자로 나타났으며, 65세 미만의 경우에는 10.6(222,712명)~13.8%(289,945명)가 장기요양 수요자로 나타났다. 본 연구는 장애인장기요양욕구에 대하여 다양한 방법으로 조작적 정의를 시도하여 수요추계 모형을 개발했다는 점과 이에 따른 수요추계를 실증적인 데이터를 사용하여 분석했다는 점에서 의의를 가진다. 수요추계는 제도의 실행모형에 있어 중요한 근간이 되며, 아울러 소요재정에 영향을 미칠 수 있는 변수라고 할 때 향후 제도도입과정의 기초자료를 제공한다는 함의를 가진다. |
| dc.description.abstract | The purpose of this study is to provide various need prospecting models for establishment of the disabled long-term care system in Korea. Denfinitons of long-term care need include disabiliyt degree(i.e. disablities of ADL, IADLA), service resource utilization, subjective helping demand, carer status, service use preference and economic status. By secondary data analysis of 2005 the national survey for the disabled, this study results are as follows. Estimating results show prospections of long-term care need for the Disabled are 19.8~25% of total disabled people and 10.6~13.8% of below 65 years disabled people. This study is to provide primary information for the practice model and finance of longterm care scheme. |
