dc.description.abstract	유엔 장애인권리협약 제27조는 장애인이 스스로 선택한 직업을 통하여 개방적이고 통합적인 근로 환경에서 삶을 영위할 권리가 있다고 규정한다. 이에 한국은 장애인의 일반 노동시장 진출을 위하여 다양한 직업재활 정책을 실시하고 있으나 여전히 시설이 부족하고 제도가 미흡하여 직업재활 혜택을 보는 장애인이 소수에 그치고 있다. 한국보다 장애인 직업재활이 훨씬 앞서 발전한 독일의 경우 사회통합 실현과 노동력 부족 문제 해결 차원에서 최근 장애인 직업재활을 재정비하고 있다. 이 글에서는 최근 독일 장애인 직업재활의 주요 내용과 특징을 조명하고, 독일 사례가 한국에 주는 시사점을 도출한다.
dc.description.abstract	Article 27 of the UN Convention on the Rights of Persons with Disabilities states that disabled individuals have “the right to the opportunity to gain a living by work freely chosen or accepted in a labor market and work environment that is open and inclusive.” Conforming to this provision, Korea has implemented a variety of vocational rehabilitation policies aimed at helping individuals with disabilities enter the general labor market. However, with facilities still scarce and available programs limited, the number of disabled persons benefiting from vocational rehabilitation remains low. Meanwhile, Germany, where vocational rehabilitation for disabled persons has been in place far longer than in Korea, has recently entered upon revamping the existing system, with a view to advancing social integration and mitigating the problem of labor shortages. This article explores the features and details of the German vocational training system for disabled persons and discusses their implications for Korea.
