dc.description.abstract	호주는 넓은 영토에 비해 인구가 상대적으로 적어 도시에서 거리가 먼 농촌이나 도서벽지의 보건의료 및 돌봄서비스 이용의 형평성과 주민의 삶의 질에 대한 문제 제기가 지속되어 왔다. 이를 해결하기 위해 호주 정부는 ASGS-RA와 모내시 모델과 같은 지리적 분류 체계를 마련하여 정부 지원의 적격성을 판단하고, 정부 지원의 범위와 수준 결정에 활용하고 있다. 또한 서비스 인프라가 취약한 지역의 인력 부족에 대응하기 위해 재정적인 인센터브 지원, 보건의료･돌봄･사회서비스의 통합적인 제공, 그리고 정보통신기술을 활용한 원격 서비스 운영 등을 추진하고 있다. 이러한 호주의 지리적 통계 분류 체계와 맞춤형 지원 정책 및 서비스 제공 방식들은 인구 감소 지역이 확대되고 지역 소멸에 대한 우려가 높아지는 한국의 상황에서 노인 보건의료 및 돌봄서비스의 접근성을 높이고, 주민들의 삶의 질을 보장하기 위한 함의를 제공할 것으로 기대한다.
dc.description.abstract	Expansive in territory and relatively sparse in population, Australia has long faced disparities in healthcare access, service use, and quality of life between urban cities and remote rural areas. To address these issues, the Australian government has helped develop geographical classification systems like the ASGS-RA and the Monash Model and put them to use in determining the eligibility, scope, and levels of government support. Various policy instruments have been employed, including financial support, IT-assisted remote services, and integrated healthcare, caregiving, and social services, all aimed at better assisting areas that lack infrastructure and human resources. Australia’s geographical classification systems, tailored support policy, and service provision methods could offer valuable lessons for Korea—where the circumstances are such that with populations declining in an increasing number of localities, concerns are rising over the potential extinction of non-urban areas—to improve access to health and caregiving services for older adults and ensure a standard quality of life for all residents throughout the country.
