| dc.description.abstract | 최근 정부(보건복지부) 차원에서 전문가, 관련 단체, 시민·소비자 단체 등이 참여하는 틀을 갖추고 우리나라 의료전달체계에 대하여 여러 가지 제도개편에 대한 논의가 이루어지고 있다. 논의의 배경에는 전반적인 보건의료자원의 효율적 배분, 건강보험재정 안정, 급격한 국민의료비 상승 억제, 의료기관 경영난 해소, 양질의 의료 제공, 과잉의료이용 억제 등 중요한 사안들이 놓여 있다. 다양한 배경을 가진 복잡다단한 사안들이 있기 때문에 그만큼 관련자(stakeholder)들이 많고 따라서 논의는 오래 되었지만 개선의 실마리가 풀리지 않아 왔다. 그러나 해결될 가능성이 낮다고 해서 아무런 노력 없이 손 놓고 있는 것은 문제를 더 악화시킬 뿐이다. 본 고에서는 우리나라 의료전달체계의 전반적인 현황과 문제점을 살펴보고 이에 대한 전반적인 발전방향을 제시해 보았다. |
