dc.description.abstract	이 글은 위급해진 기후변화 대응을 위한 에너지 전환을 둘러싼 국제사회의 논의 동향을 보건복지 정책과 연계하여 정리한다. 기후변화 대응 차원에서의 에너지 전환에 관한 주요국들의 움직임이 가속화하고 있는 가운데, 보건복지 차원에서의 담론도 진행되고 있다. 에너지 전환은 지역별로 큰 격차를 드러내고 있다. 이는 저개발 국가, 저개발 지역일수록 에너지 전환 미달성으로 인한 보건복지 차원에서의 위기 상황이 심각하다는 것을 함의한다. 따라서 ‘정의로운 전환’과 같은 개념이나 ‘정의로운 에너지 전환 파트너십’(JETP)도 개도국의 보건복지 수준을 제고하는 차원에서 검토될 필요가 있다. 한국은 글로벌 중추 국가를 지향하고 있는 만큼 국내 에너지 전환에 속도를 냄과 동시에 국제사회의 논의에도 보다 적극적으로 참여하면서 개도국의 에너지 전환에도 기여해야 할 것이다.
dc.description.abstract	This article surveys ongoing international discussions on energy transition as a response to the urgent need to address climate change and considers them in the context of public health and social protection policies. As many countries accelerate their energy transition efforts in response to climate change, the integration of public health and social protection considerations is becoming increasingly prominent in the discourse. The progress in energy transition varies significantly across countries and regions. Regions and countries with lower levels of development are at higher risk in terms of public health and social protection due to their slower progress in energy transition. The concept of ‘just transition’ or of ‘just energy transition partnership’ (JETP) should be considered as a way to help enhance public health and social protection in developing countries. As it aims to become a leading nation, the Republic of Korea should accelerate its energy transition efforts and commit more to international discussions, as well as contribute further to energy transition in developing countries.
