| dc.description.abstract | 2010년 기초보장제도의 변화와 전망은 세 가지 유형으로 구분된다. 첫째, 2009년에 기 결정된 정책들이 2010년에 시행되는 유형이다. 여기에는 자산형성지원(IDA) 프로그램 일환인‘희망키움 통장’이 해당된다. 둘째, 2008년 경제위기로 2009년 시행하였던 프로그램이나 임시 대책들이 2010년에 없어지거나 축소되는 유형이다. 여기에 자산담보부 융자제도, 한시생계구호가 해당된다. 셋째, 정책적으로 결정된 것은 아니지만, 기초보장제도의 목적인 최저생활보장과 자활자립을 위한 제도 개선이 추진될 것이다. 즉, 재산의 소득환산율을 낮춘다든지, 부양의무자기준을 합리화하는 방향으로 제도 개선이 추진될 것이다. |
