dc.description.abstract	본 연구는 사회보장 분야의 사각지대와 부적정 지출에 관해 2016년부터 2단계에 걸쳐 7년간 수행한 연구사업을 종합적·체계적으로 파악하고 주요 결과(인식조사, 사례연구 등)들을 비교하여 사각지대 해소와 부적정 지출 축소를 위한 다음과 같은 정책 함의와 시사점을 제시하였다. 먼저, 단기적ㆍ중기적 차원에서 사각지대 해소를 위해서는 1) 대상자의 미신청을 줄이기 위한 적극적인 홍보 2) 제도의 복잡성 완화를 위한 복지 급여 신청 과정의 간소화와 접근성 개선 3) 구조적 차원의 배제를 축소하기 위한 선정 기준의 간소화 4) 찾아가는 보건복지서비스의 지속적인 수행과 효율성 제고 5) 한시적인 지원 수준 제고 및 지원 여부에 따른 효과 파악 등이 필요하다. 한편, 부적정 지출을 축소하기 위해서는 1) 공공재정환수법과 사회보장급여법의 모호성 제거, 2) 부적정 지출에 대한 환수율 제고 방안 마련, 3) 부정수급 사전 통제 방안의 강화, 4) 부정수급 관련 지표의 지속적 관리와 공표, 5) 지방자치단체에 부정수급 전담 인력 또는 전담 조직을 마련, 6) 자격, 절차 및 부정수급 관련 신고접수 체계에 대한 홍보 강화 등이 필요하다. 마지막으로, 사각지대와 부적정 지출에 대한 통합적 대응 방향으로 먼저, 제도 설계 및 개선 시 제도의 단순화, 둘째, 평가를 통한 프로그램 및 제도의 정합성 및 지속가능성 제고, 셋째, 사각지대와 부적정 지출에 대한 예방 차원의 조치 강화가 필요하다.
dc.description.abstract	Solution of Coverage Gaps is a consistent goal always with priority in terms of effectiveness of welfare policies and people’s sense of welfare. And EFC(Error, Fraud, Corruption) is a problem that needs to be addressed in terms of efficient use of social security finances and sustainability of the system, which tends to have a very large social interest compared to the actual scale of occurrence. This study suggests following policy directions through overseas case studies and perception surveys. The short-term and medium-term countermeasures against Coverage Gaps and EFC include reduction of non-applications through active promotion of the systems, easing the complexity of the systems, simplifying the selection criteria, and continuing the visiting welfare service. Plans for reduction of EFC are to increase the recovery rate, to improve the management system for prevention of fraudulent supply and demand, to continuously manage and announce indicators related to fraudulent supply and demand, and to install personnel or organizations dedicated to fraudulent matters in the local governments. The long-term and integrated policy direction encompasses all of the short-term and mid-term improvements mentioned above, and the main contents are 1) improvement and simplification of systems when designing, 2) evaluation for improvement of consistency and sustainability of programs and systems, and 3) reinforcement of preventive measures against blind spots and improper expenditures.
