dc.description.abstract	복지제도를 확충하여 지원하는 것이 복지 사각지대를 해소하기 위한 최상의 정책이다. 정부는 그간 복지 사각지대 관련 사건·사고를 예방하고 해소하기 위해 다양한 정책 대안을 추진하였지만, 현장에서는 ‘발굴’의 어려움과 ‘지원’의 어려움을 동시에 겪고 있다. 이 연구는 복지 사각지대 문제에 대응하기 위해서는 ‘발굴’에 집중하기보다는 ‘지원’을 위한 제도확충, 급여연계의 필요성을 제언한다. 아울러 전국단위 복지급여 신청체계, 지역단위 민관협력 등을 대안으로 제시한다.
dc.description.abstract	The Expansion of welfare benefits supporting vulnerable and underserved groups is the best policy to prevent welfare blind spots. The government has derived various policy alternatives to avoid accidents related to welfare blind spots. Still, it is simultaneously experiencing difficulties in 'finding' and 'supporting' vulnerable and underserved populations. To respond to the welfare blind spot problem, this study suggests expanding the system for 'supporting' and linking welfare benefits rather than focusing on 'finding.
