dc.description.abstract	본 연구의 목적은 외국의 아동학대사망사건 분석 제도를 검토하고 우리나라에 분석 제도를 도입할 때 중요시해야 할 것을 알림으로써, 제도의 올바른 정착과 효과적인 시행을 돕는 것에 있다. 이러한 목적을 달성하기 위해, 아동학대사망사건 분석 제도를 도입, 시행하고 있는 5개국—미국(텍사스), 영국(잉글랜드, 스코틀랜드), 일본, 대만—의 사례를 중심으로 제도의 특징을 고찰하였다. 본 연구는 아동학대사망사건 분석의 ‘품질 지표’를 중심으로 분석의 영역을 계획, 실행, 성과로 나누고 영역별로 아동학대사망사건 분석 제도를 고찰하였다. 이러한 고찰을 토대로 우리나라의 분석 제도 도입에서 고려할 점으로, 분석 총괄책임 주체를 초기에는 중앙정부로 하되 향후 지방정부(광역)와의 이원체계로 구성할 것, 아동학대사망사건 분석 대상을 사전에 명확히 하고 장기적으로는 학대를 비롯하여 사고로 발생한 모든 아동 사망에 대한 분석체계를 도입할 것, 분석의 목적을 배움과 시스템 개선으로 할 것, 병행 조사와의 관계를 설정할 것, 분석 주체, 과정 및 절차에 대한 법적 근거를 마련할 것, 분석 결과를 공개할 것 등을 제안하였다.
dc.description.abstract	The purpose of this study is to 1)examine child maltreatment(CM) fatality review systems, a kind of child death review(CDR) relating to child maltreatment, in foreign countries, 2)inform lessons learned from foreign cases to the impending Korean CM fatality system, and 3)support establishment and implementation of the Korean system. For this, we selected five countries: the US (Texas), England, Scotland, Japan, and Taiwan. We examined the characteristics of CM fatality review systems of the five countries in the areas of planning, implementation, and outcomes based on the framework derived from ‘Quality Marker’. The findings suggest the following for the introduction of the Korean CM fatality review system. First, the central government needs to initiate and take the responsibility for CM fatality review at the early stage and then involve local governments to establish a two-tier system. Second, the CM fatality review system needs to be expanded to cover all child deaths. Third, the goal of the CM fatality review needs to be in the improvement of the child protective system and the environment surrounding children and families. Fourth, the legal groundwork needs to be established concerning CM fatality review procedure, parallel process with other reviews, and release of the CM fatality review report.
