| dc.description.abstract | 북한은 1990년대 중후반에 거듭된 홍수와 가뭄 등 자연재해, 구소련의 붕괴와 러시아로부터의 석유공급 급감 및 에너지 부족, 노후화된 산업인프라, 사회구조적 문제 등으로 총체적 위기에 직면한 이후 남한과 국제사회로부터의 지원에도 불구하고 아직까지 자생력을 회복하지 못하고 있다. 사회 인프라의 재건을 위한 북한의 내부적 역량이 갖추어져 있지 않을 뿐 아니라 남한 및 국제사회의 지원도 구호성 지원에 중점을 둔 나머지 북한 사회의 전반적 복구를 위한 체계적인 지원이 미흡했다. |
