| dc.description.abstract | 김정은 시대 북한의 식량 사정을 살펴보면 두 가지 특징이 나타난다. 하나는 생산성 향상으로 인하여 작은 규모이긴 하나 식량 생산량이 증가하였다는 점이다. 다른 하나는 가뭄, 홍수 등 자연재해로 인하여 생산량의 변동폭이 커지고 있다는 점이다. 북한 당국은 식량의 자급자족이라는 농정 목표 달성을 위하여 정책적으로 총력을 다하는 모습이지만 지금까지 농업 부진의 구조적 문제를 해결하지 못하고 있다. 이는 국제사회와 농업 교류협력을 할 필요가 있음을 시사한다. 코로나19의 세계적 유행이 진정되고 북한이 태도 변화를 보이는 때를 대비하여 대북 농업 교류협력에 대한 북한의 수용성을 높이는 한편 효과성을 제고하고 지속가능성을 향상시키기 위한 실천 방안을 준비해야 한다. |
| dc.description.abstract | Looking at the food situation in North Korea during the Kim Jong-un era, two characteristics can be found. First, food production increased on a small scale due to improved productivity. Second, the range of fluctuations in production is increasing due to natural disasters such as drought and flooding. Although the North Korean authorities are doing their utmost to achieve self-sufficiency in food, they have not been able to solve the fundamental problem of agricultural sluggishness so far. This implies the need for agricultural assistance and cooperation with the international community. In preparation for the time when the COVID-19 pandemic situation subsides and North Korea shows a change in attitude, action plans should be prepared to increase North Korea's acceptance of agricultural exchange and cooperation, while enhancing effectiveness and improving sustainability. |
