| dc.description.abstract | 본 고는 향후 보건의료부문 연구사업관련 재원 배분을 위한 기초자료를 제공하기 위한 목적 하에 보건관련 연구사업의 우선순위를 설정하는 기준과 모델들을 논의하였다. 우선순위 설정을 위해서는 양적·질적 자료 분석을 통하여 문제의 규모와 긴급성을 파악하고 기존의 연구와 새롭게 도입하고자 하는 중재를 개발, 평가하여 연구의 잠재적 기여도를 규명하고, 기술적, 경제적, 정치적, 사회문화적, 윤리적 측면에서 연구가 실행가능한지에 대한 개연성을 검토하고, 직·간접 효과, 장·단기 편익 등의 기대효과가 검토되어야 한다. 본 고에서는 우선순위 설정을 위한 모델로 과거기반 의사결정, 최선의 진료지침과 같은 암묵적 모델과 요구기반 접근 모델로 구분하여 소개하였다. 요구기반 접근 모델에는 지역조사, 질병비용분석, 질병부담분석, 회피가능 사망률 및 유병률, 그리고 목적 및 목표 등이 포함될 수 있을 것이다. 이와 같은 기준과 모델에 의한 연구결과들을 토대로 의료체계에 영향을 주고 국민의 건강수준을 향상시키는 성과를 가져오며 국가 정책에 다시 반영되어, 최종적으로 국가차원에서의 건강로드맵(health road map)을 구축하는 연구가 향후 수행되어야 할 것이다. |
