| dc.description.abstract | 2007년 장애수당제도는 지급 대상이 국민기초생활보장 수급자에서 차상위계층까지 확대되고, 지급수준도 평균 추가비용의 80%수준(중증 기준)으로 대폭 인상되었다. 이는 1990년 제도 도입 이후 지속적으로 전개되어 온 변화의 내용 중 가장 획기적인 수준의 개편으로서 장애인복지의 수준을 한 단계 제고한 조치로 평가할 만하다. 2007년 3월 20일 현재 장애수당 수급 현황을 파악해 본 결과, 전체적으로 수급자 수가 작년에 비해 크게 늘어난 가운데, 차상위계층 수급자 수는 당초 예상에 못 미치고 있는 것으로 나타났다. 향후 장애수당제도가 장애로 인한 추가비용 보전을 통해 장애인가구의 생활안정을 실질적으로 보장하는 유효한 정책적 수단이 되기 위해서는 차상위계층 수급자 선정기준의 완화, 장애유형 및 정도에 따른 급여수준의 차등화, 추가비용 계측의 다양화 및 단계적인 지급대상의 확대 등의 조치가 필요할 것으로 보인다. |
