dc.description.abstract	이 글에서는 사회배제의 핵심 영역 중 하나인 노동배제의 범위를 광의의 실업과 불안정·비정형 노동으로 확대하여 그 규모와 인적 특성을 살펴보고자 하였다. 더불어 사회자본의 역할에 주목하여 노동배제 집단의 사회자본 실태를 파악하여 제시하였다. 한국보건사회연구원에서 2021년 수행한 ‘사회 참여, 자본, 인식 조사’를 활용하여 분석한 결과, 거의 절반 에 해당하는 사람들이 노동배제에 해당하였고 불안정?비정형 노동이 매우 광범위하게 존재하는 것으로 나타 났다. 노동배제 집단의 사회자본은 비배제 집단에 비해 취약했으며, 특히 실업 상황에 있는 집단의 사회자본 수준이 매우 낮았다. 이를 바탕으로 노동배제 집단의 인적 자본을 증진할 수 있는 고용서비스의 확대와 강화, 사회안전망의 사각지대 해소, 노동배제 집단의 권리 증진을 위한 장치 마련과 지원이 필요함을 제안하였다.
dc.description.abstract	This paper examines the scale and characteristics of labor exclusion, which, as a key form of social exclusion, is defined broadly here as including unemployment and unstable/atypical labor. In addition, this paper presents the state of social capital amongincome-excluded groups. The characteristics and social capital of include-excluded groups were analyzed using the 2021 'Social Participation, Capital, and Perception Survey' conducted by the Korea Institute for Health and Social Affairs. Almost half of the survey respondents were classified as labor-excluded, among whom unstable/ atypical labor was pervasive. The social capital of labor-excluded groups was insufficient compared to that of non-excludedd groups, and the level of social capital of the unemployed group was very low. Based on the findings, this paper suggests expanding employment services, eliminating gaps in the social safety net, and and building up legal support for improving the rights of labor-excluded groups.
