| dc.description.abstract | ○ 최근 정부는 차세대 건강보장혁신위원회를 출범시켰으며, 산하에 미래전략위원회에서 7대 전략과제를 제시하였는바, 본고는 미래의 건강보장의 비전과 전략적 과제를 제시하고자 함. ○ 건강보장의 보장성 강화와 더불어 고령화, 소득상승, 기술발전에 따라 의료비 증가는 가속화될 것임. 의료자원의 효율적인 활용을 위해 의료비 통제방안을 마련하고, 의료비 투입 대비 효과성을 제고해야 함. ○ 건강보장재정의 총액통제는 의료산업 및 제약산업 등 성장동력산업의 발전과 연관성을 맺고 있으므로 전략적 접근이 필요 ○ 사회양극화의 심화는 건강격차로 이어져 건강보장의 사각지대를 양산할 것이며, 중산층도 질병비용으로 인한 가정파탄의 위험에 노출될 수 있음. 이에 대한 대책이 정책의 우선순위에 있어야 함. ○ 따라서 건강보장의 보장성 구조를 개편하는 작업이 필요함. 의료급여제도를 건강보험제도속으로 통합하여 운영하는 방안, 재원조달방식은 조세방식을 포함한 근본적인 재검토가 필요함. ○ 건강보장은 치료비를 보장하는 전통적인 역할에서‘건강의 질’을 보장하는 방향으로의 전환을 검토해야 할 것이며, 이를 위해 현재의 보건의료조직들의 역할을 재편하는 작업이 필요함. |
