다빈도 발생 질환의 지역적 의료이용 차이

Abstract

이 연구에서는 한국 가계의 지출 수준을 낮추기 위해 다음과 같은 분석을 시도했다. 첫째, 한국 가구의 주거·건강·교육·통신·교통 비용의 부담 수준이 항목별로 얼마나 높은지 확인했다. 둘째, 한국 가구의 주거·건강·교육·통신·교통 비용의 부담 수준을 8개 유럽 국가들과 비교했다. 셋째, 각 항목의 부담 수준이 전체 지출 불평등도에 미치는 영향을 요인 분해했다. 이를 위해서 한국의 가계동향 자료를, 유럽의 Household Budget Survey 자료를 활용했다. 분석 결과는 다음과 같다. 주거·의료·교육·교통·통신 영역을 합한 지출 부담을 가계의 지출 총액과 비교했을 때, 한국 가구의 부담 수준은 비교 대상 8개국보다 높았다. 특히, 의료, 교육, 통신비의 부담이 비교 대상 국가 가운데 가장 컸다. 다섯개 영역에서의 지출 부담을 줄이기 위해서는 각 영역에서의 서비스 공공성 강화가 필요할 것으로 보고, 그러한 관점에서 영역별 정책 제언을 시도했다.

Growing income income inequality has been rising not only in Korea but also in many other welfare states for the last decades. Various policy measures have been introduced to little avail. Rather than trying to find how to increase the incomes, this report seeks ways of reducing household expenditures on key areas such as housing, healthcare, education, etc. Bearing this approach in mind, we compare the household expenses on five areas of housing, education, healthcare, transportation and communication of Korea and 8 European welfare states. We use the Korea’s Household Income and Expenditure Survey and the European Union’s Household Budget Survey in 2015. For housing, Korean households spend far less amount (11.2%) on average out of their total incomes compared with those of all European nations (generally over 15%). On the other hand, Korean households use 6.8% on healthcare on average, which is higher than those of the compared European nations. Korea’s spending on education and communication is the highest with its average cost standing at 11.1% and 5.7% respectively, compared to those of the European states. Korea’s spending on transportation is not much different from that of the European countries. Overall, by summing up the total expenditures on the five areas, this report finds that Korean households shoulder the burden of 47.2%, the highest ratio of the total expenditure on average. Korean households spend relatively less on housing but its costs on healthcare, education and communication are higher than those of the European states. In conclusion, this report proposes a couple of policy measures how to reduce the burdens.
