| dc.description.abstract | 코로나19 장기화에 따라 일상의 다양한 영역에서 국민들의 보편적인 서비스 접근권 보장의 필요성이 높아지고 있다. 이 글에서는 2021년 사회서비스 정책 전반 및 장애인·노인·아동복지 서비스 영역의 정책 현황과 쟁점을 진단함으로써 2021년의 핵심 정책과제를 제안한다. 사회서비스 정책 영역에서는 ｢사회서비스 지원 및 사회서비스원 설립‧운영에 관한 법률｣에 근거하여 최초의 ‘사회서비스 기본계획’을 준비해야 한다. 이에 따라 사회서비스 강화 및 발전을 지속적으로 추동할 수 있는 사회서비스 정책의 기본 목표와 추진 방향 정립, 내실 있는 이행 전략 수립이 필요하다. 장애인복지 영역에서는 정책 기조의 일관성을 유지하면서 기존에 추진해 왔던 핵심 정책과제인 장애등급제 폐지, 탈시설화 정책, 발달장애인 지원 강화를 지속적으로 추진해야 할 것이다. 2021년 노인복지 서비스 정책에서는 노인이 지역에서 계속 거주할 수 있도록 하는 ‘지역 기반의 노인 돌봄’을 강화하는 전략을 추진함과 동시에 사회적 효율성 강화를 위한 의료와 돌봄제도의 역할 정립을 위한 정책 방안 마련이 요구된다. 아동복지 서비스 영역에서 가장 주목할 만한 변화는 학대·폭력, 빈곤, 가족해체 등의 이유로 발생하고 있는 보호대상아동에 대한 국가 책임성 및 공공성 강화에서 찾을 수 있다. 2022년에는 2021년 말 설치 완료된 아동보호팀을 중심으로 하는 통합적인 아동보호 체계 공공 컨트롤타워의 강화를 위한 법과 제도의 정비 및 지속적인 추진이 필요하다. |
| dc.description.abstract | This paper is aimed to examine the status and issues for social service and welfare policies for the disabled, the elderly and children in 2021. In the area of social service policy, the 'Basic Social Service Plan' will be established for the first time in 2022 based on the Social Service Agency Act. It is necessary to establish the policy vision, basic goal and direction of social service policy that can continuously drive the reinforcement and development of social services policy, and to establish a substantial implementation strategy. In the area of welfare for the disabled, the core policy tasks that have been pursued in the past, such as abolition of the disability rating system, deinstitutionalization policy, and reinforcement of support for the developmentally disabled, should be continued while maintaining the consistency of the policy base. In the area of the welfare policy for the elderly for 2021, while promoting a strategy for strengthening 'aging in place' that allows the elderly to continue living in the local area, additional policy measures are needed to establish the role of medical care and care system to enhance social efficiency provision. The most notable change in the area of child welfare policy can be found in the strengthening of national responsibility and publicity for children in need, who suffer abuse/violence, poverty, and family dissolution. In 2022, it is necessary to reorganize and continuously promote laws and systems to strengthen the public control tower, a more integrated child protection system centered on the child protection teams in local communities. |
