2020년 한국복지패널 심층분석 - 한국복지패널 종단 분석 및 표본 특성 분석

Abstract

한국복지패널은 기초분석보고서, 학술대회 보고서와 더불어 한국복지패널의 방향성과 활용도 제고를 위해 별도의 심층분석 보고서를 발간하고 있다. 2020년 심층분석 보고서에서는 한국복지패널을 활용하여 다양한 영역에 대한 패널 종단 분석을 실시함으로써 한국복지패널 데이터를 활용한 종단 지표 산출의 가능성을 높이고 정책적 함의를 도출하기 위해 수행하였다. 또한, 복지패널 데이터의 오류를 줄이고 대표성을 검증하여 좀 더 질 높은 패널 데이터를 생산하는데 기여하고자 한다.

이 보고서는 크게 2부로 구성되어 있다. 1부에서는 다양한 삶의 영역과 복지제도의 역동성을 종단적으로 분석하였다. 생애주기별 소득 분포 변화와 공적연금 가입 변화, 주거실태 변화는 코호트 분석을 실시하여 연령 효과와 세대 효과를 살펴보았고, 연령대별 빈곤 실태와 기초생활보장 수급의 역동성도 분석하였다. 2부에서는 한국복지패널자료의 표본 특성을 평가하였다. 먼저 가구 특성별로 응답패턴을 분석하여 표본에서 이탈하는 가구의 특성을 분석하였고, 기존의 지표를 활용하여 한국복지패널 자료의 대표성을 평가하였다.

최근으로 올수록 종단 지표의 생산과 분석에 대한 정책적 수요가 증가하고 있다는 점에서, 좀 더 포괄적이고 체계적인 패널 종단 지표를 구축하고 산출할 필요가 있다. 또한 패널자료의 표본 대표성과 신뢰도를 보완하고 위해 체계적인 표본 관리가 이루어져야 한다.

This study was conducted to produce the longitudinal indicators using Korean Welfare Panel Study (KoWePS) data and derive policy implications by longitudinal analysis. In addition, we intend to reduce errors in KoWePS data and produce high-quality panel data by representative verification. This report consists of two parts. In Part I, an attempt was made to longitudinally analyze the dynamics of various life areas and welfare systems. Income distribution, public pension subscription, and housing status were analyzed through cohort analysis to examine age and generation effects. The dynamics of poverty and National Basic Livelihood Security benefits were also analyzed. Part 2 evaluated the sample characteristics of KoWePS data. First, the response patterns were analyzed by household characteristics to analyze the characteristics of the sample attrition, and the representation of KoWePS data was evaluated using some indicators. Recently, the policy demand for the longitudinal indicators production and analysis has increased. It is necessary to establish more comprehensive longitudinal indicators. In addition, sample management should be carried out to supplement the sample representativeness and reliability of KoWePS data.
