dc.description.abstract	독일 수발보험(Pflegeversicherung)은 1995년 재가 수발, 1996년 시설 수발 보호를 시작으로 하여 연금·질병·사고·실업보험을 잇는 5대 사회보험의 한 기둥으로 출발하였다. 그 후 고비용의 시설 보호보다 저비용이면서 독일 복지국가 구성의 중요한 원리 중 하나로서 보충성(Subsidiaritat)을 구현하는 의미에서 수발 욕구자(Pflegebedurtige)와 가족 구성원이 주체가 되는 재가 수발 서비스 지원 강화에 정책 초점을 맞추어 왔다. 이 글에서는 재가 수발 서비스 지원 제도 현황 및 변화 양상을 가족 수발자를 중심으로 소개한다. 그리고 독일의 재가 가족 수발자 지원 정책이 한국에 주는 시사점을 도출하도록 한다.
