온라인 건강정보 활용의 한계와 발전방향 모색: 무지의 틀을 이용한 전문가 지식 분석을 중심으로

Abstract

본 연구의 목적은 온라인 건강정보를 활용하면서 발생하는 문제점과 한계를 파악하는 동시에 건강정보 활용의 발전방향을 모색하는데 있다. 연구목적을 위해서 의료, 사회과학, 법, 실천 및 생활, 공학영역에서 건강정보를 다루는 전문가 10명을 대상으로 심층면접을 하였고 Kerwin이 제시한 무지의 틀에 기반을 두어 다중 사례분석을 실시하였다. 분석결과 전문가들은 건강정보 활용에 있어 오류, 인지된 무지, 거부, 미인지된 무지와 같은 네 가지 형태의 무지가 발생함을 지적하였다. 실천 및 생활분야 영역에 이 네 가지 무지의 존재를 인정하였고, 의료와 사회과학은 세 가지(오류, 인지된 무지, 거부)형태의 무지를 언급하였다. 인지된 무지가 가장 높은 빈도를 보였으며, 다음으로 오류, 거부, 그리고 미인지된 무지의 순으로 높은 빈도를 보였다. 온라인 건강정보 활용이 가진 무지의 한계와 이로 인해 파생되는 문제점을 해결하기 위해 전문가가 제시한 방법은 온라인 정보의 적절한 활용, 정부의 역할강조, 특정 의학정보에 대한 금기요구, 온라인 건강정보의 교육효과성 인정 및 강화였다. 본 연구를 통해 밝히고자 한 중요성은 우리지식의 불완전성과 온라인 건강정보의 비완벽성이다. 이러한 문제를 해결하기 위해서는 사회의 전문적 집단지성이 활용되어야 하며 동시에 이 전문적 집단지식을 유통시킬 신뢰성 있는 주체가 함께 형성될 필요가 있다.

The purpose of this study is to understand the various problems and limitations in using online health information and suggest the development direction of this new trend in health care settings. To address this purpose, the authors conducted in-depth interviews with ten experts in medicine, social science, law, practice, and engineering. Also, the study conducted a multi-case study based on the frame of ignorance suggested by Kerwin. In this research, experts asserted four types of ignorance in the use of online health information: error, known-unknown, denial, and unknown-unknown. Specifically, all four types of ignorance were happened in the section of practice and daily life while three types of ignorance (error, known-unknown, denial) were exist in the section of medical field and social science. Known-unknown reported the most frequent ignorance, followed by error, denial, and unknown-unknown. To solve the problems caused by limitations of various ignorance, the experts suggested multiple strategies, such as appropriate response of information seekers, information agency with high trust, need for taboo, recognition and reinforcement for education efficacy in the use of health information. From the results, this study emphasizes the imperfection of online health information and incompleteness of our knowledge. To address the limitations, our society should apply the collective intelligence consisting of various expert knowledge as well as we should propose the agency that manage and circulate online health information with high trust and efficacy.
